Moodle – Add block doesn’t appear after upgrade

After upgrade Moodle from 3.6 to 3.7 disappeared button “Add blocks”. 

Problem was in configuration of the Moodle.  Tha parameter $CFG->undeletableblocktypes has all list of blocks.

Solution: 

Add to config.php this: $CFG->undeletableblocktypes=”;
